1. 福岡ハウスの目的と役割
中平事務局長より、今回の「福岡ハウス」設置の経緯と意図が共有された。
背景： 知事（服部氏）が副知事時代からオセアニア諸国との繋がりを重視しており、島国としての日本、特に九州・福岡と東諸国（島嶼国）との協調をスポーツを通じて強化したい考えがある。
文化紹介や会見を主とする「ジャパンハウス」に対し、「福岡ハウス」は実務的な国際交流と意思決定に特化した拠点とする。各国関係者と連携プロジェクトや大会誘致をその場で議論し、即断即決につなげる機動力を持たせる。単なるPRに留まらず、具体的な成果を生むための戦略的拠点として活用する。
1. Objectives and Role of “Fukuoka House”
Secretary General Nakahira shared the background and strategic intent behind the establishment of “Fukuoka House.”
Background: Reflecting Governor Hattori’s long-standing emphasis on ties with Asia and Oceanian nations, the initiative aims to strengthen cooperation between Japan (as an island nation)—specifically Kyushu and Fukuoka—and other island nations through sports.
Strategic Hub: Apart from traditional “Houses,” which primarily focuses on cultural promotion, fans experience, athlete welcome, or press conferences, “Fukuoka House” serves as a specialized base for practical international exchange and future decision-making. It is designed for agility, allowing for immediate discussions and on-the-spot decisions regarding collaborative projects and future initiatives with international stakeholders.
2. 福岡県独自の「タレント発掘・育成事業」
福岡県が2004年から継続しているアスリート育成プログラムについて報告された。
小4から中3まで多種目体験を通じ、身体操作能力を最大化させることで、偶然の才能を必然の成功へと導く。AI活用の高度な育成も視野に入れ、これまで11名の五輪選手を輩出。選抜者の1割強が日本代表入りを果たすなど、極めて高い実績を誇る。
2. Fukuoka Prefecture’s Unique “Talent Identification and Development Project”
A report was provided on the athlete development program that Fukuoka Prefecture has maintained since 2004.
Proven Success: By providing multi-sport experiences from elementary to junior high school, the program maximizes physical coordination, turning accidental talent into inevitable success. The project aims to incorporate advanced intelligence-driven training and has already produced 11 Olympians. With over 10% of selected participants reaching national team levels, the program boasts an exceptionally high track record.
3. 国連UNITARとの連携案
星野先生より、国連の知見を活かした「非フィジカル面」での育成支援が提案された。
国連UNITARの知見を活用し、若者の自立支援（ユースエンパワーメント）と非フィジカル面での育成を強化する。日本人選手の課題である国際的なコミュニケーション能力やメディア対応、異文化理解を研修プログラムとして提供。さらに、福島県いわき市のUNITAR拠点を福岡にも展開し、相互補完的な次世代育成サテライト拠点の構築を目指す。
3. Proposed Collaboration with UN UNITAR
Mr. Hoshino proposed enhancing athlete development through “non-physical” support, leveraging United Nations expertise.
Youth Empowerment: Utilizing UNITAR’s knowledge to strengthen youth self-reliance and mental/social development. Training programs will address international communication, media relations, and cross-cultural understanding—areas often cited as challenges for Japanese athletes. Furthermore, there is a vision to expand UNITAR’s presence from Iwaki City, Fukushima, to other parts of Japan, notably Fukuoka, creating complementary satellite hubs for next-generation development.
4. ウェルビーイングとスポーツの社会的意義
「健康・経済・コミュニティ」を三本柱としたウェルビーイングの向上を推進する。医療費抑制の観点から、病院利用者をスポーツの場へ誘導する社会設計を構築。あわせて、アスリートの精神性を高め、スポーツを通じた平和のメッセージを発信する。さらに、練習環境に乏しいオセアニア等の選手を福岡で受け入れ、育成支援を行うことで「アジア・オセアニアにおけるスポーツの中心地”福岡”」としての地位確立を目指す。
4. Well-being and the Social Significance of Sports
The session promoted the improvement of well-being based on three pillars: Health, Economy, and Community.
Social Design: In light of rising medical costs, the initiative proposes a social framework that guides hospital visitors toward sports environments.
Global Contribution: In addition to promoting athletes as messengers of peace, Fukuoka aims to establish itself as the “Sports Hub of Asia and Oceania” by hosting and supporting athletes from countries with limited training environments, such as those in the Pacific islands.
5. 視点を変える「地図」の活用
AIを活用した新しい視点が提示された。「正距方位図法」を用いて福岡中心の地図を作成し、従来のメルカトル図法では見えない距離感や繋がりを再認識する。オーストラリアを上部に配置する、あるいは大陸側から日本を俯瞰するなどの逆転の発想により、地政学的な意味合いや戦略的拠点としての「福岡」の価値を可視化する。
5. Utilizing “Maps” to Shift Perspectives
A new perspective using AI-driven visualization was presented. By creating a map centered on Fukuoka using the Azimuthal Equidistant Projection, the distance and connections invisible in the traditional Mercator projection are redefined. By adopting “reverse thinking”—such as placing Australia at the top or viewing Japan from the mainland perspective—the geopolitical significance and value of Fukuoka as a strategic hub are visualized.

福岡が「世界から依頼されるスポーツハブ」となるべく、UNITARとの連携による育成の国際化を推進するとともに、基金の機動力と地政学的優位性を活かした国際連携・大会誘致を加速
6. Future Outlook
To ensure Fukuoka becomes a “Global Sports Hub Sought by the World,” the prefecture will promote the internationalization of athlete development through collaboration with UNITAR. Simultaneously, it will accelerate international cooperation and tournament bidding by leveraging the agility of its Sports Promotion Foundation and its geopolitical advantages.
